		<description><![CDATA[I live downtown in a loft in a 100-year old building.  The views are fantastic if you ignore the blocks and blocks of surface parking lots.  These blocks are UGLY.  These are not recently cleared blocks that are awaiting new construction.  Most of them have been ugly surface parking lots for decades and the &quot;investors&quot; sitting on them are not contributing to the development of the downtown area, they are hindering it.  The site of the recently demolished YMCA is covered with grass and actually makes the neighborhood more attractive.  It&#039;s almost like a park.  We need to encourage turnover of these parking lots.  Right now, these lots are held by people holding out for the &quot;right&quot; price, but by doing so, they are actually depressing values in the downtown area by slowing down construction.  Perhaps a surcharge should be placed on the property taxes for these lots once they have been held by speculators for 10 years and no development has occurred.  We might also look at developing another park in the area east of the LaBranch and north of Texas Avenue. Such a park might spur more construction in this area.  It might even be a useful area for more residential midrise construction.  If more development in that area mars my views, I&#039;ll live with it.]]></description>
